Does Toyota's decision to locate a new plant in mainland Europe send a shiver down the GM corporate spine?
It represents a concern because the plant will add to the excess capacity that already exists. The issue for us is to make sure that we are well positioned to compete against any newcomer. We carried out restructuring at the end of 1997 to strengthen our operations to ensure competitive cost levels. Opel is in a very strong position in Europe and we have no intention of giving that up.
How will the excess capacity problem be resolved?
It won't be resolved by any government policy, that's for sure. Each company is going to have to address the issue individually and competitively.
