WEIDEN-AM-SEE, Austria -- Citroen embarked on a ruthless cost-cutting program to bring the new C3 small car to market at less than €25,000 for the full-electric version and less than €15,000 for internal-combustion derivatives, brand CEO Thierry Koskas said.
