The U.S. auto industry, the federal government and a dozen state governments are lined up for what promises to be a devastating collision this fall over state-level mandates adopted three years ago by the California Air Resources Board that threaten massive penalties if automakers don’t achieve aggressively optimistic sales percentages of zero-emission vehicles in those states.
